The working solution here is the use of the Non-Breaking Space character entity (&nbsp). When the Non-Breaking Space character entity is placed in the HTML code, the web browsers recognize it as an attempt to create white space. In paragraph texts, the use of the Non-Breaking Space character is not as important. However for table cells without content, the Non-Breaking Space character  is needed because the table cells will close down. The Non-Breaking Space character should also be used in order to get minimum indentations and the moving of images across a paragraph.
