Web Portals Improve the Delivery of Public Service
Even as far back as 1994, the Philippine government recognized the potential uses of web portals for the improvement of government services. Their plan for the twenty-first century involved the setting up of websites for each national and local government agency. In 1998, Administrative Order 332 mandated the implementation of the Philippine Information Infrastructure or PII, which aimed to ensure interconnection of all units and branches of the Philippine government.
Compliance to these plans and orders has been very high and access to services in the public sector has been markedly improved. For a developing country, the foresight of the Philippine government is much applauded. Indeed, in this day and age where information technology is an integral part of everyday life, having a web portal which facilitates information dissemination as well as transactions online is probably the most cost-effective and efficient way to deliver public service en mass.
Imagine the savings on paper work, manpower and time! While some people, particularly those from extremely rural areas, still prefer to do transactions manually, the queues have been drastically shortened as more and more people prefer the convenience of lodging applications and paying for services online. It used to be that in order to get a copy of your birth certificate; you’d have to go to the city hall to lodge a request. That’s half a day gone just on queue to put in your request. After a few days, you’d have to come back and queue again for the results of your inquiry. If they have a record, you ask for a photocopy to be authenticated, go to another queue to pay for the authentication, move to another queue to claim your authenticated copy. You’re lucky if you can do this all in a day! Now, using the National Statistics Office website, you can lodge your application, indicate how many copies you want and pay using your credit card or online bank account. No queues!
Indeed, websites have made a real difference in the delivery of government services.
