Some open source web templates use CSS so it is good idea to learn it, you might never know.

As you are still at a beginner’s level of knowledge and skills it would be best if you restricted yourself to those designs which are made with tables., because this particle type of design is the less difficult to handle. There are many types of web templates, and you should be very careful when choosing them because it is important that they be suitable to your type of web site. A personal web site will not have such rigid and formal appearance requirements as, for example, a business web site. It’s all about knowing what you need and how to use it.
