Think simply about who will be visiting your website in search of something, then that group of people is your target audience.

After knowing your target audience, you should know what message you want your website to convey in order to establish the most appropriate things that your website should consist of.

Answering this question will be easier once you know already your target audience since it will be for them, and not just you. The most important thing here is that your content (texts, images, videos, audios, and other multimedias) will be all about what your target audience would be looking for on a website just like yours.
