What language aside from HTML/XHTML does your website designer know how to use.  Do they understand how to install and use the applications and programs that you want on your website.  Can they design and use aspects like blogs, PHP, MySQL databases?  You need to ask what they can do and make sure that you have examples of each of these skills.
